While local jurisdictions can amend the code, such amendments cannot diminish the minimum performance standards and are restricted in areas like residential energy provisions and accessibility standards.

The code also addresses specific exclusions, such as temporary structures used for horticultural purposes or temporary worker housing, which are governed by different regulations. The effective implementation of the code is scheduled for July 1, 2007, ensuring all counties and cities within the state comply. Additionally, provisions for the storage of recyclable materials and solid waste in new buildings are mandated, enhancing environmental considerations in building practices.
